Main Responsibilities    
An International Oil and Gas Company is looking for a Senior Social Performance Advisor whose responsibilities will include;

  • Supporting the Manager in the development of Social Performance (SP)strategy and planning work for the Asset, including establishing procedures and systems for management of key issues (local hire, grievance management, stakeholder engagement, contractor management etc.);
  • Lead engagement with functional and technical teams to design an annual strategic local content (LC) programme which has the potential to optimise LC in all contracts;
  • Work closely with industry LC teams to ensure coordinated and consistent approach with other industry activities- develop and agree a common LC framework and principles as the basis for all industry LC plans; participate in a cross-industry working group to ensure continued consistency and coordination;
  • Project-manage delivery of the local content plan to achieve set milestones and objectives. This will involve working with functional and technical teams, as well as industry LC teams to undertake the following
  • Communicate outputs/ impacts/ progress to broad set of stakeholders in order to influence policy direction
  • Leading development of partnerships with government and development institutions to define and deliver long-term, strategic programmes;
  • Developing a comprehensive monitoring and evaluation method for the company social investment programme, and preparing information and reporting materials -Overseeing the management of local level SP and ensuring that decisions are coordinated with Asset level objectives;
  • Supporting ER Manager in developing a stakeholder engagement strategy and implementing a comprehensive stakeholder engagement and external communication plans for the Asset, to meet formal public consultation and disclosure requirements, manage expectations and concerns, and generally build trust and effective relationships with interested groups at all levels as the development progresses through various stages;
  • Develop appropriate communication and stakeholder engagement plans to leverage social investment and local content programmes
  • Supporting ER Manager in organizing and participating in stakeholder engagement activities e.g. forums, meetings, conferences etc.
  • Establishing strong relationships with community, government and non-government stakeholders at local, regional and national levels;


Qualifications Requirements 

  •  Academic background (at least graduate) in a subject related to social / political sciences or related discipline.
  • Familiarity with international-scale oil & gas / extractives sector projects, and stakeholder discourse relating to associated issues (such as transparency, environmental and social performance, human rights etc.).
  • Excellent interpersonal skills, including a high level of discretion and diplomacy and ability to gain consensus.


IT Skills    

Experience    

  • Experience of working in the extractive industry and specifically in the oil and gas sector;
  • Experience of engagement with local communities in a culturally sensitive manner, with the ability to establish trust and represent company / community interests in a way that produces mutually satisfactory outcomes;-
  • Experience of developing and maintaining strong relationships with a range of stakeholder groups, including for the purposes of partnering for SI and media relations;
  • Experience of working with multiple functions within an organisation to a common aim, with the ability to liaise effectively and two-way between the company and external stakeholders on cross-functional issues;
  • Experience of defining and managing social investment / community development projects, including through working in partnership with external organisations;
  • Networked to or knowledge of various government, NGO and development organisations in Tanzania;
  • Experience in writing scopes of work for SI/ LC support services and in managing the consultants delivering those services;
  • Experience dealing with different media houses
